Let’s first decide how to specify your mage to level up. Fire is hands down the best talent to use to level up. It does great damage to your enemy and is what you need to survive. 31/20/n is the best for leveling up and is designed for all purposes. A lot of damage and a lot of chances to get crits. You’ll probably want to stick to the specs later to play different roles in battle, but use these specs to level up as quickly as possible.
Now that we have that specified, let’s choose where to level up as a horde. First, it’s best to do as many quests as you can until level 30. At that point you’ll be able to grind on the Shimmering Flats, but make sure you complete the Scarlet Monastery and Shimmering Flats quests. You can then go to level 34-35 in Desolace by doing assassination quests and grinding centaurs. At level 36 go to the Swamp of Sorrows and grind there until level 40. You can now grind the elementals at Badlands Rock, stay here until you reach level 43. Now it’s time to go to Tanaris and do the Wastewater and Field quests testing. You can also grind up bandits while you’re there. when you are level 44 Ogre Ruins is good for grinding up to level 48. Then you can go to Tanaris and grind Dunemaul ogres up to level 52. Then you can level 52-54 in Firegut Orgres in Burning Steppes are very easy to kill and give decent XP. After level 54 Winterspring is the good place to grind. The moment you level up to 58, go to the Outlands, go through the dark portal and you will find hundreds of quests you can do to level up. Grind and search up to level 70 and go to Northrend.
